[EIDXA] IRCs Available Online

For those who use them, IRCs are now available for purchase on the USPS web
site.  Cost is $2.10 each, same as your local Post Office, and a flat fee of
$1.00 for Priority Mail shipping.  Only minor issue is that they don't have
the optional wet stamp Post Office cancellation in the left hand box, just
the preprinted "US $2.10".
