[EIDXA] When Is A Country Not A Country?

I have done a little research and found the following:

Those places that are on KU0A's list were mostly grandfathered -- the first
para of Section II. DXCC List Criteria says:

"In order to maintain continuity with the past, as well as to maintain a
robust DXCC List, all entities on the List at the time the 1998 revision
became effective were retained."  (Note: I was chairman of the Membership
Services Committee at the time this decision was made.)

Others, like Palestine, were added because they received use of an ITU
prefix, which in addition to UN membership, is another way to get on the
DXCC List.

Kosovo is not recognized as a independent country by the UN Security
Council as yet.  Until that time it is not an official DXCC "entity".  Also
the ITU has not issued a unique prefix block for Kosovo.

I won't print the complete requirements for DXCC "entity" qualification as
they are available on the ARRL web site.
