Actually, to be more precise, I believe the line is a variation of a quotation made by Winston Churchill in a 1939 speech on the Soviet Union. The exact quotation is as follows: I cannot forecast to you the action of Russia. It is a riddle, wrapped in a mystery, inside an enigma; but perhaps there is a key. That key is Russian national interest.

Those words aren't original with me. One of the topband gurus used a similar
phrase to describe 160 meter propagation in an article that I think was
published in CQ several years ago. I can't remember the exact quote or
issue, so I think I paraphrased.
