Thanks for taking time to contact me regarding Kosovo and DXCC as a result 
of the postcard campaign from W9KNI W6SZN and W3UR.



Let me clarify some points. The reason ARRL "rushed" to comment on Kosovo 
was that members were asking questions about whether YU8/OH2R would count 
for a "new one." Reading the DXCC rules makes it clear that it would not.



The use of  a YU prefix as in YU8/OH2R amounts to an acknowledgement that 
Serbia was the licensing authority.



Kosovo is an unusual case.  Time will tell just how unusual. I don't favor 
allowing Kosovo by exception. I do think there are reasons to consider 
looking at new ways to determine or adjudicate DXCC "parent" entities. 
Removal of the IARU society method of determining parentage was an 
unfortunate outgrowth of overanxious courting of certain island radio clubs 
to obtain IARU membership, distracting from the purposes of IARU. It may be 
possible to find some criterion which could be easily determined and would 
lead to a more balanced way to label an entity as a DXCC parent.  The 
language describing "event dates" is not airtight, but the application of it

has been pretty consistent. If the DXCC rules were to be changed I would 
anticipate that resultant event dates would likely be no earlier than the 
effective date of the changes.



The Programs & Services committee (and its earlier iterations) have always 
been my biggest committee interest within ARRL. This year I am the brand-new

chair of PSC, the committee which has oversight of awards and thus DXCC.
It's 
an interesting task and this Kosovo issue is making it more interesting than

I'd expected!



To date I've had six contacts supporting the postcard lobbying position and 
five opposed to it.



Your interest in DXCC and ARRL is greatly appreciated. I trust we can find 
the best way possible to run the DXCC program in accordance with fairly 
applicable rules, and allow for recognizing inevitable changes when it 
becomes clear those changes have occurred.
