I'm confused!  Can anyone help or suggest a different post office or a copy 
of the regs that might differ from this?

I called the Supervisor of Windows at the Cedar Rapids Post Office.  I had 
talked to her in March when I went down and tried to trade in my old IRC's 
(the non-expiring smaller kind that now expire!) and she told me that they 
were still good but only for placing a stamp on out-going mail.  In other 
words, they would not give me the stamps.

When I talked to her earlier this week she was unaware that the old kind 
have expired as of July.  She thought they might still be good for postage 
applied to a letter!

I asked about the newer kind of IRC's, the kind that expire at the end of 
December,   She said that I could not trade them in on stamps but could only 
apply them to letters until they expire.  Somewhere I had read you can 
exchange them for stamps but you not in Cedar Rapids.  I then asked if you 
could exchange them for the newest kind and was told, NO.

If this is consistent with the regs, I guess I just have to eat the loss (50 
old kind, 10 newer kind).  If not I need to make my case.  Any help will be 
appreciated.
