[EIDXA] solar cycle 24

Everyone:

This NASA brief presents some evidence the upcoming solar cycle 24 
(predicted to be bigger than 
normal)may have already started.  It was predicted to happen in late 2006 
to early 2007 but the actual timing varies somewhat from cycle to cycle.
