Dear Heinz:

Thank you for sending your email message to share your
thoughts about allowing more access to federally owned lands.  It was
good to hear from you, and I welcome this opportunity to respond.

You expressed your support for legislation (H.R. 1183) directing
the U.S. Fish and Wildlife Service to allow public access to and
recreation in the Navassa and Desecheo National Wildlife Refuges.  As
you may know, Representative Nick Rahall introduced this legislation on
March 9, 2005.

H.R. 1183 has been referred to the House Resources Committee,
on which Representative Rahall serves as a senior member.  You may be
interested to know the committee's Fisheries and Oceans Subcommittee
held a hearing on public Access within the National Wildlife Refuge
System on May 26.  It is my understanding the Resources Committee has
asked the Fish and Wildlife Service for further comments on this issue.

Heinz, I appreciate learning your thoughts about allowing public
access in these wildlife refuges.  I believe that our public lands are a
very
precious resource and we should make great efforts to take care of our
land and wildlife.  However, I believe protecting the environment and
allowing Americans to enjoy various forms of recreation should not be
mutually exclusive goals.  We must take a balanced approach to the
implementation of regulations in our public lands.  Please be assured I
will have your comments in mind as I continue to monitor this issue.
