[EIDXA] Repeater Upgrade

The long planned repeater upgrade is nearly complete with hopefully just 
some minor tweaks to go.
Changes include new rx-site to tx-site link signaling protocol ( which 
will allow us to use PL if needed), new link receiver, new repeater 
controller,new tx exciter and PA ( 100 watts Motorola).

Currently I have enabled a "courtesy beep" function,  ( If you tail end 
before the beep, the timeout timer is NOT reset.) and I have also 
enabled the "anti-kerchunk" filter ( If the repeater has been idle for 
more that 15-20 seconds then you must transmit at least 1-2 seconds 
before the repeater goes to the active state. Once active the repeater 
will "pickup" nearly immediately on each subsequent transmission ).
