I have put information on how to file comments as part of http://www.arrl.org/~ehare/bpl/Guidance_for_field_trials.doc.

The report should be filed, but all individuals that have experienced interference to home stations, to mobile stations, on amateur, CB or international shortwave broadcast spectrum should also file individual comments, outlining their experiences.  The filings will technical be reply comments, but they can be replies in general -- "A number of companies have said that BPL does not cause interference. I live in a BPL test area and..."

Please pass this along as necessary.
