[EIDXA] NC Shutdown

When reporting on the Raleigh, NC shutdown, it may be helpful to include
both an amateur-press article and one from the non-amateur press.  This has
already hit the non-amateur world, and here are the URLs for ARRL's article
and one done by the News Observer, a paper in the Raleigh area:
