Frequently done in lieu of filament winding having a center tap which was
connected to ground.
Simple as that! Sometimes the two resistors were in the form of a wirewound
potentiometer with wiper grounded and called a hum bucking adjustment.
The wires are twisted to cancel hum as well

All the tube filaments are connected together with twisted wire. The last
tube in the line has 640 ohm resistors from the two connections to ground.
WHY? Curious minds want to know.
