[ECAC] Revised PowerPoint presentation

I just checked, and the attachment was indeed on the outgoing email, so it
appears that qth.mailman stripped it off. I had set the filters so it
wouldn't do that. I've attached it again, but you should get it directly
this time. The simplest fix is to upload it to your web page and send the
link out to everyone. I'll investigate what happened to the mail server
settings tonight. I also see that it's no longer allowing html email either.

Hi Dave,
I didn't see an attachment to your email. I'm guessing that there was
supposed to be one?

At tonight's meeting we made a few small revisions to the informational
PowerPoint presentation, which is attached.
We consolidated two pages into one for brevity.
We corrected the date the final proposal was submitted to the P&SC from
November 29 to November 19.
Several small typos were corrected.
