[Dxpeditions] Confirming country to the DX'pedition members

I do not think that statement is true for US amateurs. Many years ago a
distinction technically existed between operator and station licenses.
Even then, the scope of the station license was tied to operator
privileges. The license listed "operator privileges" which was license
class /and /call sign, and then station location. You would be an
X-class operator who owned a station with a specific callsign.
Now they seem indistinguishable; the license lists "Operator Privileges"
and "Station Privileges" (usually PRIMARY).
It only matters as a technicality, since we as individuals are
identified by and with our call signs.
