[Dxbase] Moving DXBase form Win7 32 to Win7 64

[Kim Elmore]

The splash screen shows "Registered: Kimberly Elmore N5OP," but it 
doesn't offer me a chance to open a database. I never disabled that -- 
how do I enable it?
