[Dxbase] Window will not open

Hello,
I think this problem has been talked about before, but I can't find a solution in the archives.
When I start DXbase 2007 it will not open up. It shows an icon in the bar at the bottom of the screen. If I click on that icon, it will not open. I deleted the dxb2007.ini file and started dxbase but that did not fix it. I uninstalled dxbase and reinstalled it and that did not fix it either. I am using using windows 10 and every thing has worked fine for a long time.  

Does anyone know how to fix this?
