[Dxbase] DX Base not starting in Win 10 Pro

I have noticed a problem within the last 6 months, that after I close out DX
Base and then attempt to open the program again, the mouse pointer will
spin, but nothing happens.  The DX Base screen is not shown.  

If you continue to click on it, nothing happens.  The only way I have found
to "fix" the problem is to reboot.

I have been running DX Base in Windows 10 since about 2 months after Win 10
was available for download with no other problems.

  I have not noticed the problem since M/S did a big update a couple of
weeks ago.  I thought the problem was fixed, but it problem reared its ugly
head again this afternoon.

Has anyone else seen this problem?  It is not really a big problem, but I am
curious if anyone else has seen this?
