[Dxbase] Fwd: RE: Help, help, help for win 8.1

I am pretty sure that KB3000850 is the culprit for this as well as not
being able to rerun the update to install the proper winhlp32.exe

I am surprised how difficult it was but once you understand the steps that
caused the problem, its easier to fix. I am so appreciative to Joe and all
the others who spent hours on learning how to back this stuff out!
