[Dxbase] DXbase 10 and Winhlp32.exe for window 10

I definitely agree. They stopped distributing it automatically in Vista
which means that was 3 releases ago so I suspect they feel they have
provided backwards compatibility long enough.
I have converted the current help files to the *.chm format required by the
current Windows releases and have followed the documentation on how to
activate it in DXB10 but it has not succeeded in bring anything up yet so I
am obviously missing something. As soon as I figure it out I will let you
know!
