[Dxbase] Help not working after upgrade wo Win 10 Pro

Since WinXP, the format of help that DXBase uses was no longer supported on
the "bare" machine, you had to download the program that would read the old
format correctly. You then had to make a system change for it to process
macros correctly.

Microsoft hasn't developed a version of the reader that will run on Win10.
Until they do, DXB2007's help system is screwed. Meanwhile I am working on
implementing the "new" help format on tversion 10 of DXBase.
