[Dxbase] QSL label problem in Win 8

Thanks to all who chipped in, especially Joe WA6AXE who as ever helped
me track it down
A very "dumb" mistake
If you want 3 QSO labels you do need to tell DXBase that fact!! Dont
tell it 1 QSO and expect to get 3 as that really does not work!!
