[Dxbase] CW Keying with Widows 7 or 8

I'm using CW  buffers/memories all the time, under  Win 7. Now it works
with Winkey, couple of years ago- without.
And yes, I'm adjusting the CW speed from the DXB screen, as well as from
shortcut keys that I assigned.
