[Dxbase] VE7CC problem

I have been using the VE7CC program for years now on XP machines.  I
installed it on my laptop which is running Windows 8.1.  The program loads
ok but I cannot connect to any sites.  I get this error message "Winsock
Error: 10060: The attempt to connect timed out: VE7CC-1".  Is there anyone
that can help me with this?
