[Dxbase] Windows 7 and VE7CC

I have a friend running Windows 7 and would like to load Ve7CC program.  I
seem to remember from some conversations that you must put the program in
the root directory of the C drive.  Can anyone help me, I run XP and did not
pay attention to that chatter awhile back.
