[Dxbase] DXbase install on win 8 machine

If in fact it is v 1.10, do NOT install in program files folder ( windows
protected)

I used c:\dxb or something similar to install into/ or at least it worked on
windows 7, I assume the same issues on win 8

When installing dxbase ver 10 on a new WIN 8 machine, the APP was blocked. I
successfully installed by continuing but now everytime I start dxbase I get
a dim screen/ unknown publisher dialog box. I have tried toggling the "run
as administrator" setting to no avail. Also, in this configuration the
DXBASE SDK link from HRD does not function.
Any suggestions on how to get a clean install?
