Go to www.dxbase.com and select the Online Store entry in the upper left of the screen. Then scroll down to where you can purchase a license with a license older than DXB2006.

Install DXB on your new machine with the latest installer http://www.abrohamnealsoftware.com/DXB2007.zip

Then copy your reg file over to the new machine and register your call sign (by double-clicking the w3gg.reg file). 

Finally move your old log over and place it where you want. Start DXBase, point the log directory towards where you put the log, and you are in business!
