[Dxbase] Problem with Import utility

Hi guys
Probably I got headache with Import utility after installing V1.10 .
Every time when I running IMPORT utility I see table with system error that says by Russian “ Running this program is impossible due No sfl504as.dll on this computer . Try to reinstall the program once more .”
I have tried to reinstall V1.10 but without success 
Any idea how to fix this problem , please ?
