[Dxbase] ver 1.10 release notes

Some CD Callbooks have location information in them and DXBase was trying to
utilize that to provide the most accurate beam headings but...
the format and sign of directionality wasn't uniform even within the same
callbook, so we came to the belief it was not reliable enough to use.
Therefore, I pulled all attempts to use the callbook location data and now
it just reverts to normal DXBase calculations.

Tony,

I recall mention that a CD rom issue was addressed to allow proper beam
headings that were not correct in some instances, but don't recall mention
of anything else.
