[Dxbase] error starting Non DXBase Import

I am getting the following this message when I run Non DXBase Import:

 

"The program can't start because ot1104.dll is missing from your computer.
Try reinstalling the program to fix this program."

 

Suggestions?

 

DXBase installed and runs fine otherwise (so far).
