[Dxbase] missing DLL = ot1104as.dll

Since the June VHF test is concluded now I tried to download my LOTW as I am
not active enough to make it a frequent chore.

 

To my surprise the nondxbase import utility refused to work with the error:
missing file: ot1104as.dll

 

My email files show this was covered in May with the note that Neal forgot
the file in the v.10 update. So, I must has installed v.10 BEFORE it was
corrected.

 

How do I fix this now?  A search of my PC does NOT locate a version of it?
