[Dxbase] Joe wa6axe -- and the CQ Zone updates

Well, after LONG hours spent trying to make a standalone program that would 
accurately change the CQ Zones -- I have now decided that what I am wanting to
do is just NOT POSSIBLE ...

Problem being -- the amount of "inaccurate Entity PREFIX info" -- just will NOT allow
for a truely accurate change of the CQ Zones (for those who care about them).

If the Entity Prefix IS NOT correct - due to many circumstances - the CQ Zone CAN NOT
be correctly changed ..

So, I regret that I will NOT go any further with helping users with their logbooks
(updating CQ Zones, etc here at my QTH) - and I will not go any more into trying to
get an exe program made .. JUST TOO MUCH inaccurate info in all logbooks that I have
seen so far (except for one) ..

Just passing this along as FYI.
