[Dxbase] Dual Monitor Operation

I just installed a second monitor. I would like the option of opening
DXBase in either monitor.
I cannot seem to do that. I cannot drag it over nor does creating a
shortcut on the second monitor
work.

I probably have some setting I need to toggle, but it's not apparent to me.

Any ideas ??
