[Dxbase] Finally! DXBPSK2.30 is working - and will work on allcomputers now

Joe,

DXBPSK 2.30 has been working for me for sometime on a Vista machine.  Should 
I donwload the new zip file to get the new PSKcore.dll or stand pat?
