[Dxbase] Who is the expert on Old Russian callsigns/prefixes?

Just it the following Dates any thing before 1978 dates really could be much 
older than that. You need to be more specific.  the 2030 date is there to fill 
in an end date so you change to to 2040.  I know I am not going to live that 
long.  I hope I do though.
