[Dxbase] Who is the expert on Old Russian callsigns/prefixes? de Joe wa6axe

If this is almost certainly aimed at DXCC, then the ARRL is probably
the single authoritative source as to when any QSOs from any of these
prefixes/countries may be recognized. If there is another award that
recognizes different dates, then at least two sets of dates would
have to be kept: one would be for DXCC and the other sets would
conform to the other award entities.
