[Dxbase] CW keying with serial port.

>From my experience DXBase has never been able to key CW through Windows. 
The only way I've ever gotten it to work was after I added a MicroHAM 
MicroKeyer II to my station to select the K1EL keyer option.  Now CW from 
DXBase works great.  Without the external keyer, not at all.
