Here is the email that has been sent to the DXbase reflector before - but re-stated for ALL ::

Additional Info for WIn32Hlp.exe

To install the correct version of WinHelp32.exe, you need to know if you
 have Windows 32-bit or Windows 64-bit. Additionally, you need to be 
logged on to Windows as an administrator.
