[Dxbase] RA/ callsigns, spots in DX Info window for unknown country

[N3XX]

I have been seeing callsigns lately such as: RA/, followed by a callsign. 
Does anyone know if these are European Russia or Asiatic Russia?  Or maybe 
could be either one?
If it's one or the other, then I need to make a change to my country 
prefixes alias mapping.  Or if it could be either, guess I will have to 
start mapping those callsigns to either UA or UA0 whenever they come up.
