[Dxbase] [dxbase] Modifications to DXbase2007 for the "Naming" of Digital DXCC Award?

Hi Joe

Man this has been the topic of discourse for the past month on the RttY
reflector!

There is actually no change to the DXCC program. They just changed the name
from RTTY to Digital. They actually have accepted non-RTTY digital  QSOs for
RTTY awards for quite a while.

So either we have been out of compliance for quite a while (and I need to
fix it for v10) or we are in good shape!
