[Dxbase] import problem

I am finally getting around to installing dxbase 2007 on a new 
computer.  Im trying to import from dxbase 2006 to 2007 my database 
file. Using dxb import of course.  I am getting this error message

The windows version is vista business

"The Microsoft Jet database engine cannot open the file E:\program 
files\ scientific solutions\dxbase2006\aj9c.mdb\.  It is already opened 
exclusively by another user or you need permission to view its data."

My plan is to shut down/restart and see if the problem clears but if not 
wanted this out there in case someone has an idea of what I am doing wrong.
