[Dxbase] State field in ADIF

The standard has a lot of stuff that we will not include as I imagine no
logger (except maybe Dave's) does them all as it is meant to cover all
difffernt types of logging programs (it would create a log form the size of
Texas to cover everything) but it seems pretty logically specified for what
I want DXB to do. Since seeing it in action over the past 6 months I have a
lot more enthusiasm for its process and the result seems pretty good.
