[Dxbase] Hampton County/VA in data base

    Hampton does count for a county but I'm not sure which one with out
looking it up. Look for me in the Virginia QSO Party this weekend using N4V.

Hampton is an independent city in Virginia, and therefore not part of any
Virginia county.
