[Dxbase] Duplicate QSOS in DXBase 2007

If those duplicates are causing issues with giving you DXCC credits or errors try changing the time by one minute.  I have 18,000 QSOs as well an I changed those or deleted them, depending what the reasons I had to keeping them.  

Please note that LOTW has a 30 minute window, plus or minus of your log time.  So even if you log time is a bit off you could get a good match.
