[Dxbase] LoTW discrepancies

Dave, be careful of KL cause DXBase my reject giving you credit cause of the 
counties/Judicial Districts not matching up when importing LOTW credit.

Also any call sign with a slash bar "/" in front of the call or behind the call 
may mess up your totals as well.  Logging programs handle this differently. I 
had found 3 call lately that the logging program gave me the wrong credit and 
LOTW gave me a different country credit.  So I had to correct the logging 
program data base.

Different logging programs for some countries uses different prefix with the "/" 
 this causes additional problems.  Neal will run the most updated prefixes and 
should minimize this issue.
