You wrote "The above is done with DXBase NOT running." and I do not believe that is a correct statement.  DXBase with the MS ACCESS database can remain open during update/deletes and inserts.  It can have multiple user at the same time.

I upload my ADIF file from Writelog, then in DXBase generate a ADIF to be signed and upload to LOTW.  I then download the file from LOTW and upload to DXBase all while DXBase is open.  No problem.  Now good practice is to have DXBase closed as you recommend.  but it is not necessary.

Yes it is.
On  your desktop click the START button then All Programs and in the list
Find the DXbase 2007 listing and click on it. You should get a listing of
Several programs, click on the "Non-DXB Import" listing and follow the
instructions
To import the LoTW ADIF file that you downloaded from LoTW.
The above is done with DXBase NOT running.
