[Dxbase] Formal release of DXBUpdater 2007

DXBase needs to be CLOSED.
Doesn't matter where you unzip the file to, it finds DXBase.

Any special instructions? Thought there might be a readme file in the zip.
Should DXB be running or closed? Then just run the exe file?
