[Dxbase] Formal release of DXBUpdater 2007

Ron,

There were 338 available before the new PJ countries. Two of the old
PJ's are now deletes but four new dxcc were created. Since ARRL said the new
ones won't count for credit until after January 1, 2011 your 340 available
is correct. After January 1, 2011 you should be at 339 confirmed if you
worked all the new PJ's.
