[Dxbase] Formal release of DXBUpdater 2007

Are there any instructions as to how to make this happen? I would 
normally take this file and dump it in the DXBase folder?????? Anything 
I'm missing? What seems straight forward to some isn't to others who 
aren't software aficionados.
