[Dxbase] Formal release of DXBUpdater 2007

I just ran the updater and my refdata.mbd file is now corrupted.
Unfortunately, I thought I had a back-up but I didn't. Furthermore the
updater could have used a readme file to say where to put it and where to
unzip it, and when to initialize.
After initializing, my DXbase says that many of the calls in my file do not
have the zone --BUT THEY DO!
