Check your OPRCALL field. DX Base will skip any records that don't have a
callsign in there that's included in the reg file.

For some reason that I don't understand, the upload of my log to LoTW for
2007 has skipped the CQ WPX CW test in May of that year.  I have since
tried to select only May 26/27 and load them that way but each time I am
unable to create a file with any records.

Have I done something wrong?  QSOs for the periods before and after have
uploaded successfully.
