[Dxbase] GlobalQSL service - do you use it? Joe wa6axe

So the issue is not that qsl cards are valid for dxcc but are not valid for
the incoming qsl bureau! How strange. Sounds like they have some problems to
work out (or you just do not send them qsos to be confirmed from the same
country as which you reside!)
